[User Discussion] - Display Precision Select Pointer when using Hand Tool along with Chart Values Tool

I currently use the Hand Tool with (Global Settings >> Tool Settings >> Chart Values Tab >> Action When Other Tools Selected) set to 'Always On When Using Other Tools' so that I am able to drag and move the chart as well as view chart values at the same time. When using the Hand Tool, the default pointer display is the Normal Windows Select Pointer. I want to change this such that instead it shows the Precision Select Pointer (which shows up when using the Chart Values Tool by itself). Appreciate the help and thank you!
