let's say I set a daily global profit target for the account to $100, and I enter one position with no trades for the day and the trade has a target equivalent to $200...

will it be allowed to hit the trade's target of $200? or as soon as the open p/l is $100 will the account be flattened?

Same question for global daily loss settings. If I had a -$100 global daily loss allowed but the trade stop loss was -$200 would it try to close the position as soon as it crossed -$100 ? or wait until the SL was hit at -$200?

also are these calculations excluding commissions?

Yes.

We have to check, but we are quite sure Commissions are included if this is set for the charts being used in the calculations:

Chart Settings: Use Symbol Commission Setting in Trade List and Statistics Calculations (Chart >> Chart Settings >> Trading menu)
