VbP (for ES) on weekly/daily charts can only go as low os 5ticks/volumebar?

It can be set as small as 1 Tick, but you must have another factor that is causing it to not change. Thank you. I changed the chart settings to Volume at Price Multi. to 1. Then I adjusted the VbP to 1 tick and the attached screenshot is what it is showing.
