I didn't pay the data fee for November,at the end of the October,nor did I turn off the subscription function in the control panel of Sierrachart.If I paid in December,will the data fee for November be deducted?

Yes, if you deactivate it on November 1, you will already have been charged for November. You would need to have deactivated it prior to the beginning of the month.
