Im trying to upload a file and followed the instructions and the attached pic is what opens up when I click help, account settings.

What is shown in the image you provided is that someone shared a file with you. That is unrelated to you wanting to share a file out. What process are you using to share a file? Have you checked with the other user whether they have received the file or not?
