went thru global settings/graphic settings/fonts but could not determine which one controls the font of bar across the top of charts. currently grey background https://i.imgur.com/7kTj6Z3.png tia

If you are referring to the title bar of the chart, the colors and font, are controlled through the operating system. OK Windows 10 removed the feature that allows Title Bar font change but this free utility allows it https://winaero.com/ under advanced appearance settings/ window title bars works.
