I am trying to backtest a model for 3 years and set the chart setting to 2016/01/01 and the test defaults to 2019/01/01. Is there some setting I'm missing or is that as far back the data is available with SC?

There definitely is historical Intraday data going back to the beginning of 2016. Make sure the chart is properly set to a Continuous Futures Contract chart. Instructions: Continuous Futures Contract Charts It also does not make sense trying to adjust the From date of the Date Range in File setting back that far.
