When I Duplicate Charts from One Chart Book (Chart Book A) to Another (Chart Book B), what do I need to do to ensure that the levels I marked in the chart that I want to duplicate in (Chart Book A) gets duplicated in chartbook B

There is nothing special to do. We would not know why there would be any problem with this assuming there is.

If that was the case, the levels would have automatically ported to the new chart book. The levels don't, may be you can advise why?

How are these levels being done? Are they Tool drawings or a study?

And where those directly drawn within the chart that you are duplicating? There just should not be a problem with this at all. It is not making sense to us.

The first thing we want you to do is attach here the chart that you are duplicating, by following these instructions:
Support Board Posting Information: Providing Chartbook with Only a Single Chart

And with the drawing or drawings that you want to see duplicated, does it exist in Tools >> Manage Chart Drawings?

We have helped with this during a remote assistance session. The problem was the Chart Drawings were being copied from other charts in the original Chartbook. We gave you an alternative solution.

In regards to the high CPU load, in general refer to this help topic:
High CPU Usage | Inactive User Interface | Poor Performance | Long Time to Load Chart Data | Charts Reloading Often

Based upon what you were saying, we think it is best to use multiple instances of Sierra Chart:
Using DTC Server for Data and Trading in Another Sierra Chart Instance

You are also running an older version of Sierra Chart. You should update to the current version. There are efficiency improvements we do make.

And have a look at help topic 30.9:
High CPU Usage | Inactive User Interface | Poor Performance | Long Time to Load Chart Data | Charts Reloading Often: 30.9 References to Other Charts / Continuous Full Recalculation of Charts
