Issues with new chart tab control

In version 1910, I had an issue where the chartbook tab control would stop responding to mouse clicks. The charts were still updating in the background when this was happening. Moving the mouse cursor off of the control and back onto it allowed it to respond to clicks again. I saw this on two separate occasions with 1910, but not with 1913 yet.

In version 1913, the chartbook tab control is sometimes only showing a tab for the active chartbook. The "CB" option on the menu bar shows all open chart books, and switching to a different chartbook through the CB menu has caused two different things to happen:
1 - the chartbook tab control fully repopulates
2 - only the newly selected chartbook is added to the control

This issue seems to be triggered by a chartbook with a detached and always visible trade DOM. The tabs disappear when raising and lowering windows to switch between the main window and DOM.

I'm still seeing the issue with the missing chartbook tabs after the update. The first issue was pretty rare; I'll let you know if it happens again.

I figured out how to reproduce the first issue; it's still present in 1915.

1 - Have multiple chartbooks open, and multiple charts within the chartbooks
2 - Click to the right of the last chart tab (but still within the chart tab control)
3 - At this point the chartbook tab control won't respond to clicks

After some combination of time/focus change/mouse movement the chartbook tab control starts responding again. It also happens with the chart and chartbook tabs switched (i.e. click to the right of the last chartbook and the charts tab control stops responding).
