Is there a way to require the user to adjust the scaling if the market moves off the screen? I am interested in a scenario where I have the bars in a starting location relative a certain price on the Y Axis, and from there the price is allowed to move freely and the scale/prices don't adjust at all until I move them myself.

Set the chart the way you want the scales to be, then in the Scales area right-click and select Scale Range: User Defined with Auto Set. This will lock the scales where you have them set. You will find the documentation for the Scales settings here: Chart Scale and Scale Adjusting
