can I manually cancel the target order on Sierrachart or IB without cancelling the stop loss order?
Yes, we would expect this to work, but give it a try and confirm.

Manually cancelling the target also cancels the stop order so my idea of removing the target order after entry will not work.

Also, it was a mess when I tried to scale out of a position. I was long 200 shares of one stock and had my stop loss and target limit orders. When price reached an area where I saw selling pressure, I entered a sell limit order for 100 shares using the trade window. When I submitted the order, the original OCO orders were reduced to 100 shares and the new sell limit order for 100 shares which I intended to reduce my position were submitted along with a stop loss and target limit order. I got confused and canceled the scale out order but now, the original OCO order was showing just 100 shares instead of the current position of 200 shares. Instead of scaling out, I flattened my position out of confusion with the orders submitted by SierraChart.

This feature is confusing especially for me who scales out of a position, but not at a fixed target price as determined by the original entry. I scale out whenever I see a reason based on my trading system.

Any thoughts on this.

r, the original OCO orders were reduced to 100 shares
What caused this? The Trade Activity Log will indicate this. If it was Sierra Chart reducing the quantity of those orders, then why is it the new order had its own Target and Stop. It should not have.

There are going to be limitations and potential issues when using server-side OCO and bracket orders. So you may want to disable that feature in Global Settings >> General Trade Settings.
