Market Manipulation?

Is this market manipulation by the market makers, or just a coincidental blip in the data? The attached screen pic shows data went out for the noted times. Ironically at a pivot and the same prices. I edit/downloaded data an hour later and it filled it in. A lot of volume was at that time. I wouldn't say that the chart couldn't handle the volume bc other bars have volume like that. (ie:the open) My chart data download in milliseconds is 38. I know that's low, but using 1 sec charts I usually don't experience a lag. And it doesn't appear here that's the issue.
