I saw errors that pop up with latest v1623 versus my previous v1621, basically Percent Change Since Previous Close is stuck between positive 0.01 to negative 0.01 even when actually the change is more that 0.01 of percent. I have sample screen shot of SPX-IND-CBOE since Aug, so the SPX is clearly not between +0.01 to -0.01 each day since August!!!!

You need to change the Value Format for it to Percent:
Chart Studies: Settings and Inputs Tab >> Value Format

We will make sure it automatically does this.

When in Percent value format is has (see pic) it has 9 digits decimal and then the % symbol, It doesn't even fit on the right side scale, so the % symbol is useless and not seen. Don't you think the Percent value format should default to 2 decimal place then the % symbol ??? Who requested the default of 9 decimal places ???

This has already been resolved. Update Sierra Chart again with Help >> Download Prerelease.

Who requested the default of 9 decimal places ???
Nobody did. You are completely misunderstanding this. In the version you are running the number of decimal places depends upon the actual percentage value.

Great, thanks, neat to have the % symbol visually, but I then saw my chart with Percentage Price Oscillation study, and I got ahead of the game and I thought that changing from the default 2 decimal (Inherited) to Percent value format would also give the nice visual, however (see pic attached) it went from "1.88" to "188.37%".
