Arrow tool configuration not retained

When changing the configuration for the arrow tool via the Global Settings->Tool Config->Arrow Config the change is applied during current session but it is not retained after a restart of Sierra. The setting in qustion is the "Prompt for Text" setting on the arrow tool. As this only happens in this instance (other settings for tools do get retained/saved), I suspect it might be a bug?!
