Can percentage/slope degree be used to create alerts

I'm curious if/how can I figure percentage into alerts... Example would be To create an alert when a wick is 45% of the total range of candle... Also would like to be able to create a condition where angle degrees is used... Example would be a moving average has been >= a 45 degree angle for X amount of bars |
