please see the attachment screenshot,why your chart time and computer system time can not synchronous change ,but the DX index .what is the reason,why your dx index chart time can synchronous change with the computer time .it is easy to find ,I have surrount by the red circle.please see the screenshot in the annex.

You do realize that the chart header time is actually the "last trade" time and not the system time that is displayed on the window border?
