How to attach Chart to window

I'd like to ask you how to attach chart window like this (1)or (2)when its active(By active i mean when i'm working on it). Screen 2 is always when chart is "not active" but when i click on it becoming like screen (12)

Chart is always switching from (2) to (12)when i click on it what is a little bit annoying.

Could you help me with this?

Disable this option:
General Settings Window: Auto Hide Charts Title Bar And Scrollbar (Global Settings >> General Settings >> GUI >> Application GUI)

One more question, hope you can help me in this post:

Is there any option which save position of charts on other displays after restarting the platform?
I see that sometimes chartbooks open without attacching chart to the displays like it was last time, so i need manualy set chart on proper screen.
