Is it by design that if I perform a rollover on a given intraday or historical chart that it won't update the corresponding historical or intraday chart, respectively? For instance, I'll rollover an intraday chart and the daily chart right next to it will require me to go and do the same thing again for the rest of my daily/weekly/monthly charts to update.

Yes this is by design but possibly it is no longer necessary. In the past it was because the Historical charts may use a different symbol. +, this would be useful to be able to roll over all instances of the same symbol in intraday, historical/daily, and quoteboard together and automatically.
