I'm trying to change from Package 5 to Package 3. When I go to my Account Control Panel, the link to change service packages is ghosted out. Is there some other place to make that request? AMP said I have to do it through you.

For this you need to contact your broker to do it. They control that because your account is through what is considered an affiliate/reseller.
