If a user has the Sierra Chart Real-Time Exchange Data Feed, is it possible to write a program (C++, Python or Java) that can listen to the data feed and parse the data outside of SC platform because the data feed uses the DTC protocol? or is the data feed only accessible within the SC platform?

You can use the data feed externally. But it needs to be accessed from the Sierra Chart DTC Server.
