So I set a horizontal line up for an alert when price crosses but there are not triggering. Also there is no pending alert in the alert manager window after I set the alert. Ideaas

It did work. It also made an entry in the Alert Manager window AFTER it was crossed and it made the sound but that's it. I would like to have a pop up window and possibly a pending alert log?

An Alert Condition set up on a Chart Drawing will not display as pending in the Alerts Log. To automatically open the Alerts Log when the condition is met enable Global Settings >> General Settings >> General 2 >> Show Alerts Log on Study Alert.
