Hi,

Is there a indicator or study that would add and subtract 10 points or 40 ticks to the high, low and average of a market open candle.

Yes. This is the default location for High/Low for Time Period .

You need to use the Chart Region setting in the Study Settings window to control this. Refer to the documentation here:
