"Save as Region" scale setting chop off top and bottom bars

Attached are two images. One with the scale setting to "Save as Region", the other was automatic scale setting. In this example, the bottom bars are only shown half when "Save as Region" is chosen. I see top bars are also chopped off as well frequently.
