Customize/change color selection in right click of horizontal line tool

I cannot for the life of me, figure out how to change/customize the eight (8) color selections which are available to me when I right-click on an existing horizontal line and hover the cursor over "Color" which then drops out/displays the colors already defaulted. I've read and re-read "Tools Settings" and "Tools Configuration" sections over and over. Please point out what/where I have overlooked. Thanks.
