Is there a way to make sure there is a space between the last price and the right edge of the chart, so it wont run flush to the right side in intraday charts?

-create the desired amount of space using the scroll bar at the bottom

-right click, chart settings, advanced settings tab

-check lock fill space, apply

(if you are an infinity customer you might also have "lock fill space" in your right click menu.

I prefer to use another method.
Global Settings, Graphic Settings - Other (tab)
Enter the number of bars here -> Default Right Side Fill Space

I also use the Default Chart Bar Space to adjust my chart spacing as desired.
You may want to use these options if you are always switching Symbol or Timeframe

Global Settings, General Settings - General 2 (tab)
Reset Bar Size/Spacing/Scale On Symbol Change
Reset Bar Size/Spacing/Scale On Timeframe Change

Is there a way to remove the dates /times from the right edge area,

so when I am drawing horizontal rays extending to the right from a starting point, their starting points don't keep moving left following their anchoring date?
