No Chart Valus for Tools window

In one of my SC instances I don't get the Chart Values for Tools Windows. I tried Windows/Restore and Windows/Tool Values Window but nothing happened. I compared the Tools Settings between instances and everything is the same. I do get a window with Windows/Chart Values Window but again not with Windows/Tool Values Window. I upgraded to v1261 but it didn't help. I don't know what the problem is. TIA

Select Window >> Reset Windows and open it again.
