Hand tool range lock

Updated the chart to 1243. My hand tool allows me to move the chart from left to right. however I am not able to move a chart up and down. I have Interactive scale range enabled and scale range automatic enabled. Please let me know what you suggest. Would chart linking matter? even when the chart does not linked the hand will still not allow me to move up or down.

The Hand Tool is working as designed. Please refer to the Hand Tool documentation here: https://www.sierrachart.com/index.php?page=doc/doc_Tools.html#Hand The Hand tool is a tool that is used to drag the chart left and right by simply clicking and dragging anywhere...
