Chartbook freezes. Can I duplicate charts to new cbt outside of Sierra?

Not sure why it keeps freezing. No special studies, and no CPU usage spike, its around zero actually, RAM usage is 70MB. It started after an abrupt PC shutdown.
I want to copy all charts with their drawings to a new chartbook, as I see no other solution, but it seems impossible to do it while Sierra is running, the whole system is crawling (with a minimum CPU usage and RAM at 50%, now that's strange!).

Can I edit the cht file with an editor to achieve what I want? Is there any other way? Thank you.

It seems the problem is with a data file and not with the chartbook, as I moved all data files outside of the Data folder and the chartbook is behaving normally with the data being re-downloaded. The re-downloading of course is a problem with IB pacing violations. Maybe, I'll overwrite each file with the old bigger one and see what happens?
