I have been trying to add a simple price alert with no success. Ex: horizontal line on a chart at 144'06, Alert is settings: comparison to drawing=set to equal to and comparison precision=1/32 (this price is the 30 yr and priced in 1/32). This is still not work...

Have you tried to use Crossing or Equal to for the Comparison To Drawing? Also, please make sure that you have enabled Enable Alert For Chart Drawing.
