Also, according to this: https://www.sierrachart.com/Download.php?Folder=SupportBoard&download=7920 It appears as though the TWS did send the Position update, but the Position Quantity went back to 0, 2 minutes later. So possibly Interactive Brokers is now going to claim there is no problem. Complete nonsense and incompetence.
