We are not talking about system resources.

If you see that the CPU usage does not increase for the Sierra Chart process when it is freezing and remains at 0%, then the problem could not be Sierra Chart because the freezing is happening at some other level/process of the operating system or that the operating system is interacting with.

This is a 100% certainty. Are you familiar with looking at the CPU usage for an individual process?
