Is it merely a distraction? No one else has asked for this. You are complaining about something that is designed a certain way for very good reasons. If you have a nonstandard use of it, there may be a problem, and we acknowledge it. But we cannot be recklessly adding options and implementing everything everyone asks. Are you using it with the Chart Values tool? That tool can be always set to be on through Global Settings >> Tool Settings and will cause this window to be always visible.
