i ended up using DRAWING_TEXT tools, which seemed to work well in DOM and on a chart. nasty little gotcha around the .BeginDateTime for usage on the DOM vs chart expansion area. attaching proof of concept code for the community. this thing needs work to function for various instruments, but hopefully will help someone else looking for this graphic approach.
