There is no doubt this is caused by a connectivity problem somewhere from Sierra Chart to the CQG server. Most likely this is caused by a firewall on your computer or the connection is blocked by the local-area network your computer is connected to. So really it is up to you to determine specifically what is blocking the connection on your side.
