Yes it is impossible to detect until it actually happens:
Good news! Can there be any monitoring made on your side to detect those lags and notify users via platform? Or is it basically impossible to detect?

The carrier did do maintenance, that following evening apparently to resolve the issue. And we are getting a second connection to run in parallel. So if something like this happens again, much less users would be affected.
