We do not see any issue with this (it is working fine for us). Please verify that this did not get changed by selecting the "Window" menu and see what is specified for the Keyboard Shortcut in the menu for "Restore" (it should be "Ctrl-Alt-R". If it is different, then this was changed in your Keyboard Shortcuts settings under "Global Settings".
