There is no direct way to do this, but there are workarounds, although you may not be able to do this perfectly - depending on how much data is in the chart and how you are basing your coloring.

The first thing to keep in mind is how the coloring is done. Refer to the following for this:

Therefore, you need to find the Minimum and Maximum values for the period of time you are wanting. The easiest way to do this is to use the Spreadsheet Study, as you will get the data from the Numbers Bars Calculated Values into the spreadsheet. Then use the MIN() and MAX() functions to find the Minimum and Maximum over the range you want.

Then you can apply the math as defined in the above link to determine your percentage and then use that in a Color Bar Based on Alert condition study.
