We recommend just keeping Sierra Chart running all the time connected to TWS. That should not be hard to do.

1. This does not resolve it, even if SC is running but the order is executed in TWS Desktop or Mobile, the order fill is not downloading. It is not a case of how long the service keeps the fill, even immediately it will not download it anymore. This used to work perfectly fine in the past.

2. We think the reason this issue is being raised by the user is because they are a professional, and they have to pay a substantial amount for EUREX data through Sierra Chart.

In order to make the interface to TWS easier to maintain and support, support for this has been removed in newer versions (although this goes back probably about nine months ago or more):

Yes all of these individual exchange fees are already very expensive, imagine trading numerous diff exchanges across global futures, and then on top of that having to pay double to multiple sources for the same redundant data makes no sense, because you are intentionally blocking data one has already paid for and stopping your users from being able to manage risk using a chart on mobile, this makes no sense for the manager.
