You should have the quantity window show up. First, make sure you are actually selecting the "Quantity" item on the order line. Selecting any other part of the line will not give you the quantity window. Second, you can only change the quantity on a working order. If this is an open position line, then you can not change that quantity. Third, if neither of the above are the issue, then select "Window >> Reset Windows" to reset the positions of the windows to their default, as we have to believe that the appropriate window is opening, but is showing off-screen somewhere. After selecting "Reset Windows" select the quantity button on the order line again to get the window to show up.
