You are connected to the "Simulated Futures Trading Service", which only supports Trade Simulation Mode when you are performing a replay. Otherwise, what you are seeing is correct. This is because this is already a simulation environment, so it does not make sense to have a simulation put over a simulation. If you want to use the built-in simulation mode, then you would need to change your "Global Settings >> Data/Trade Service Settings >> Main Settings >> Current Selected Service" to "SC Data - All Services".
