All Order IDs in ACSIL are always unique. This is the Internal Order ID for an order you see listed on the Trade >> Trade Order and Positions >> Orders tab. The internal order ID is wrapped back around to 1 when it reaches 2147483647 . Therefore, as a practical matter it is not going to be reused.
