There is not a direct study that does this, but it is easy enough to put together a couple of studies to get it.

Start with the item you are wanting (True Range, for instance) and then add one of the "Moving Average" studies to get the average of the last X bars of that study. You would set the "Length" for the Moving Average to be X.

Then, to see the current value bar as a percentage of that average, use the "Study Subgraphs Divide/Ratio" and divide the subgraph of the item you want by the Moving Average study. This will give you the decimal percentage. If you want to view it as an actual percentage then you would use the "Study Subgraph Multiply" to multiply the value by 100 to get a whole number percentage. You can then display this using the "Text Display for Study".
