There is not a way to do this directly within an Alert. You would have to calculate the mean and find the outliers using other tools. Then you can use that result with the "Color Bar Based on Alert Condition" to color the items you want.

You may want to look at the "Relative Volume" study, as it gives a mean over a time period for a specific point in time each day, then gives the relative value of the current bar to that mean. You can base the Relative Volume study on another study, so it does not need to used with Volume. Refer to the following:

Otherwise, there are a number of Moving Average studies or the Spreadsheet Study and lots of other ways to get what you are looking for.
