There is not a "Default" setting for tools. There are Configurations. Whatever configuration you last used for a tool will be the configuration that is used for the next time you use that tool unless you specifically select a different configuration to use. Therefore, if you only use a single set of settings for a tool, then it is best to change the settings for "Configuration 1" for that tool and always use Configuration 1.
