Keep in mind that the configuration you define under "Tools >> Tool Cohfigs" just sets up the configuration. The actual configuration that is used is defined by the selection for "Tools >> Current tool Config". Make sure that the Current Tool Config is selected to be the correct configuration for the tool you are using. And keep in mind that this will be set to whatever is the last used configuration for that tool. So you want to make sure that the tool is selected first and then make sure that the correct Tool Configuration is selected.
