Make sure "Stop 1" is set to be in "OCO Group 1" so that it is explicitly associated with the "Target 1". It sounds like this is not the case. Also, check your Trade Activity Log and look for the Orders that filled the Target and see if there is an order that tries to remove the Stop and see if there is any information on perhaps why the stop was not removed. And also check your "Trade Service Log" to see if there is any information in there about why it may not have been removed.
