You need to go our more than just 19 bars. You need to do something like =MAX($E$3:$E$2000). You may need to go more than 2000, depending on how many bars are in your chart and how far you want to normalize the data. You will also want to ensure that you have enough rows in your spreadsheet by checking the Input for "Number of Rows". Refer to the following: Spreadsheet Study Inputs: Number of Rows If you are not sure how many bars are in your chart, one easy way to find the number is to use the "Bar Numbering" study and be sure to set the Input for "Do Not Reset At Start of New Day" to "Yes".
