There are two things going on.

The first is the following:
Info: New order rejected - 'Trade >> Trading Locked' is enabled

You have "Trade >> Trading Locked" enabled. Therefore you are not able to place any orders. Select "Trade >> Trading Locked" to remove the checkmark next to that item so you can trade.

The second is the following:
CQG order update. Status: REJECTED. Text: Cannot route the order at this time.

This is an error from CQG. If this is occurring when the market is closed, then that is why. Otherwise, you would need to ask your broker about why you are getting this error.
