Zayo has been decided against, because they are simply going to take the traffic to right back to literally 350 E. Cermak in Chicago. So that is not what we are going to do. We need carriers who are going to go eastward for traffic to/from Europe. Not back to Chicago. We have spent quite a bit of time investigating this.

123 net gives us a solution, in the next few days, with connectivity to the following.:
Lumen AS209 Chicago, IL
Cogent AS174 Southfield, MI
GTT AS3257 Chicago, IL
Hurricane Electric AS6939 Southfield, MI
Lumen AS3356 Southfield, MI
NTT Communications AS2914 Chicago, IL
PCCW Global AS3491 Chicago, IL
Tata Communications AS6453 Ashburn, VA
Arelion AS1299 Southfield, MI
Verizon AS2828 Southfield, MI

The only thing to think about is that 123.net accoriding to peeringdb.com only has a few locations all in Detroit area with no connection to bigger peering/exchange points.
The location that they are at which is relevant in this case is the 24700 Northwestern Highway address. All of the major carriers are in that building as well as the Detroit Internet exchange. So the connectivity, is right within that building where we are located. And it goes eastward from there. There is no latency impact since it is along the way from Chicago.

Cogent is going to be removed. They have completely breached the contract and deliberately did harm to our users, for their own selfish interest. We had not truly understood what was going on with them regarding peering relationships until about the last 5 days or so.

If we use AT&T, we see the connection is going from, Michigan to New York, then over to Deutsche Telekom in Germany. Looks very direct. Not sure if you are able to evaluate how the connection would be if we use AT&T. We have asked them for an IP, that we can use for a trace route but they declined to provide one.
