No, it is not normal, but you may be doing something that would cause the order to not be filled as you are expecting. We can not say without the information that we are asking to be provided. As state, however, the Flatten and Cancel is the "safest" option for closing out a position and removing working orders. It has only one function. Whereas, if you are trying to place an opposing order, then there are all kind of things that can occur, depending on what kind of order you are placing.
